Natural gas trading in Moldova’s gas market requires either a supply or trading license from ANRE.

What is the validity of a gas trading licence?

ARNE issues gas trading licenses up to 10 years validity. Gas supply, distribution, transmission, production and storage licences are issued for a maximum 25 year validity.

In 2022, ANRE authorized the natural gas trading platform operated by BRM EST, which is a subsidiary of BRM in Romania. Trading of natural on the wholesale gas markets in Moldova may be performed on the platform, transactions can be initiated and carried out on:
 

  • The Gas Forward Market (since 2023);

  • SPOT market (since 2024) – day-ahead and intraday;

  • The OTC (over-the-counter) bilateral contract market (since 2024).

Power trading in Moldova requires a license from ANRE. Separate licenses are available for wholesale trading and end-supply.

Even though formally the market is liberalised on the end-supply market, a Public Service Obligation (PSO) is in force, through which the central electricity supplier Energocom imports all the electricity necessary for all consumers in Moldova, and then re-sells it to end-consumer suppliers. The Public Service Obligation imposed on Energocom through Government Decision 1059/2023 (as amended) , including the off-take to end-consumer suppliers, is in force until 31.12.2026.
 

It is, however, allowed to supply electricity on the competitive market, to both household and industrial users.
 

Wholesale traders are allowed to operate with no restrictions.

OPEM launched the spot electricity market (day-ahead and intraday) in December 2025.
